Senior Proposal Writer / Manager...

The individual will lead our bid creation and response process to State Medicaid and Federal agencies as related to our Government Payment Integrity Solutions:

Fraud, Waste, & Abuse detection, recovery, and prevention, third party liability (TPL) / COB, Subrogation, Claims Editing, Credit Balance, Data Mining, and other Payment Integrity Services to the State and Federal Government market.

In this role, the individual will have primary responsibility for managing the RFPs and overall bid process for Program Integrity Solutions to the Federal Government market including working as a key member of the pursuit team to lead the RFP and proposal process, including related bid elements such as pricing, IT, legal, etc. The individual will function within an enterprise sales model and will work very closely with the Government Payment Integrity Solution Sales team and the Government Enterprise team to pursue new opportunities and expand existing relationships through the sales of Program Integrity Solutions. The individual will function as the senior proposal resource while also managing internal and external writers and a cross functional pursuit team.

Responsibilities:

The individual in this role will:

� Manage, and lead a high performance Government Proposal Services organization to support the sales team in delivering high quality customer proposals, RFPs/RFIs, and presentations

� Develop a comprehensive Proposal services strategy and implement the corresponding processes, tools, and staffing to deliver desired results

� Oversee the day-to-day work of the proposal staff, including external contractors, and ensure workload and quality objectives are met and projects completed on time

� Develop and maintain successful relationships with internal and external customers and strategic partners

� Develop, implement and continually assess processes for RFP/proposal and presentation quality control

� Drive incorporation of solution-selling language and win themes

� Oversee and be accountable for the department quality review processes

� Engage and manage third party vendor relationships or resources as needed to effectively deliver on responsibilities and objectives

� Develop / maintain an expert understanding of Payment Integrity Solutions

� Provide the Vice Presidentand Director with frequent, regular milestone and status updates

� Coordinate the efforts of all of the Response Team members throughout the proposal preparation process

� Provide guidance to the Response Team based on an understanding of the proposal preparation process and experience with previous proposals projects

� Ensures all sections, key components and themes are assigned, addressed and included in proposal

� Works with the Public Sector Business Lead & Business Development Teams to identify the proposal deliverables and to draft a Table of Contents

� Works with the Public Sector Business Lead & Business Development Teams to document the assignment of responsibility for each part of the proposal, to establish due dates and interim checkpoints, to track progress, and to provide periodic status reports to the team

� Works with the Public Sector Business Lead & Business Development Teams to schedule and facilitate a Kickoff Meeting

� Sets up and distributes draft response documents (sometimes called �skeletons�) into which the responses can be consolidated

� Searches the proposal database for responses created for past proposal efforts that may be relevant to the current opportunity.

� Provides responses to general business questions. Coordinates with legal as necessary

� Coordinates preparation and writing of the Executive Summary and cover letter in conjunction with the Public Sector Business Lead (with input from the key decision makers)

� Works closely with the Public Sector Business Lead to coordinate the writing, editing, approval, and delivery of all proposal documents

� Consolidates the responses provided by other members of the Response Team and maintains the master documents

� Promotes adherence to the Proposal Schedule and to the procedure

� Works with Public Sector Business Lead & the Strategy Process Manager in tracking the status of each deliverable and reporting on the open issues

� Ensures the quality, consistency and professionalism of the written response, particularly with regard to corporate image, format, structure, naming conventions, etc.

� Oversees production and on-time delivery of the proposal, including final quality checks, printing, binding, and on-time delivery
Coordinates proposal development activities including drafting proposals for new and existing clients (e.g., employers, government), gathering related statistical and system-related reports, and directing the preparation of supporting documents and analyses. Works closely with sales, product, legal, pricing, and other functions to tailor contractual provisions to reflect prospect's needs, company interests, and appropriate resources and timelines. Reviews the work of others.

Qualifications

� Demonstrated experience leading a high performance Government proposal services team

� Deep understanding of best practice methods and processes for delivering compelling customer proposals and presentations

� Experience implementing or managing a technology solution for RFPs, Proposals, and Presentations

� Able to effectively diagnose performance deficiencies and able to implement solutions that have measurable and positive business impact

� Expert knowledge of customer proposal, RFP/RFI, and presentation processes for State Medicaid and Federal Environments

� Highly capable in managing and developing employees and working effectively in a matrix environment

� Excellent organizational and personal influencing skills with demonstrated ability to create, build, and maintain relationships

� Superior writing, communication, and content management skills

� Bachelors degree preferred, Masters a plus

� Minimum 8-10 years proposal services, RFP/RFI experience, including at least 5 years public sector experience

� Minimum 8-10 years business experience, process or project management experience, healthcare or insurance industry preferred with background in sales operations, support or administration
